A leading industrial manufacturing organization is seeking a Senior Environmental Specialist to support its facility in the Harrisburg, PA area. This person will serve as the site’s primary environmental compliance expert, ensuring adherence to federal, state, and local environmental regulations, with a strong focus on complex air permitting and emissions compliance. The role offers the opportunity to take ownership of critical environmental programs, partner closely with plant leadership, and influence operational excellence through proactive compliance management. This is a hybrid position requiring 3 days a week onsite.

The Role

  • Lead and manage site environmental compliance programs, with primary responsibility for air quality compliance, Title V permit requirements, emissions monitoring, reporting, and regulatory obligations.
  • Oversee environmental permitting activities, including permit renewals, modifications, management-of-change reviews, and evaluation of regulatory impacts from operational or capital projects.
  • Coordinate stack testing, emissions evaluations, control-device monitoring programs, and environmental consultants to ensure compliance expectations are met.
  • Investigate and assess environmental incidents, permit deviations, and compliance risks, developing corrective action plans and providing recommendations to leadership.
  • Support broader environmental programs including stormwater, wastewater, waste management, spill prevention, regulatory inspections, internal audits, training, and environmental reporting.

The Candidate

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or a related technical discipline.
  • 5+ years of environmental compliance experience within manufacturing, industrial, or heavy industrial environments, including experience supporting complex air compliance programs.
  • Strong working knowledge of Title V permitting, emissions regulations, environmental reporting, stack testing, and federal and state environmental requirements.
  • Experience managing compliance programs independently and partnering effectively with operations, maintenance, consultants, and regulatory agencies.
  • Excellent regulatory interpretation, project management, communication, and problem-solving skills, with the ability to identify compliance risks and recommend practical solutions.
